Unfortunately, CC and Program Change do not seem to work in Live 11.

Hey crsmarker,
thanks for your message ... a long time ago :-o CCs and Program Changes works fine. However for Program Changes you need to take care to use the older VST Plugin. VST3 does not work. That's not an issue of the device, but is the same when you use Pgm in Ableton's MIDI clip. Hence, it's the integration of Program Changes in Ableton. I hope that info helps you or another user.
