I saw this device in use on Simon Lyons' demonstration of Ableton Move. As this device is describe for use in Live 12 and I am running 11.3 on a MacBook OS 10.13.6 High Sierra, Live 12 is beyond my operating system. I am assuming that although Max for live devices I already have function correctly, Keyboard Monitor will not.

thanks for sharing that. I have not tried Ableton Move yet :)
regarding your concern with compatibility, you bring a valid point, this device was designed with live 12 in mind, and has things that make use of live 12 specific things like following the scale awareness mode. Having said that... there is not much that would make it incompatible with Live 11, aaand I think you really want to read the changelog of the newer version: https://maxforlive.com//library/device.php?id=11416
